Enforce Contamination Control Processes

During assembly of the Orbiting Carbon Observatory, silicone-based bonding material underwent a thermal-vacuum bake-out procedure. After testing, contamination was visible within four spectrometer lenses. Potential causes for this failure included: excessive curing of the agent in the bonding material, contaminated gloves worn by engineers, and the mishandling of parts.
